Approach
Instead of just "digitizing files," the government builds a Digital Gateway—a secure, standardized system that allows approved private apps to verify data instantly.
The API Hub: Create a central "marketplace" where the government exposes specific, non-sensitive data (like verifying if a business license is valid).
Consent-Based Access: Using the Nagarik App, a citizen can grant a private bank or app permission to verify their identity or tax status with a single click.
Revenue Model: The government charges a small, automated fee (e.g., 5 to 10 rupees) for every successful API "call" or verification.
Why this is sustainable: A bank is happy to pay a small fee to avoid spending 500 rupees worth of staff time and paper on manual verification.
